Coverage:

The plan contains an exclusion, but the state is currently prohibited from enforcing it.

"Any treatment, drug or supply related to changing sex or sexual characteristics, with the exception of hormones and hormone therapy (p. 100); Any treatment, drug, service or supply related to changing sex or sexual characteristics, including:

  • Surgical procedures to alter the appearance or function of the body.
  • Prosthetic devices." (p. 108)

Litigation:

Fletcher v. State of Alaska successfully challenged the transgender exclusion. The court ruled the exclusion was unlawful and enjoined the state from enforcing it, but an appeal may be pending.
